What is a Chaplain?
A first responder chaplain is more than a figure of faith. They are a compassionate presence — walking alongside firefighters, police officers, paramedics, and dispatchers in the hardest moments of their lives. Chaplain Leo Keelan serves first responders in their stations, on scenes, and in the quiet spaces where no one else goes. He brings no agenda. He carries only presence, prayer when it's wanted, and the light and love of Jesus Christ.
Who Is Hope Chaplain?
Hope Chaplain was something God placed on Leo's heart the moment he became a chaplain. What began as a name and a vision — the branding Leo carried while serving under Public Safety Chaplaincy — has grown into something more. In April 2026, Hope Chaplain was formally incorporated as an Oregon nonprofit corporation, born directly out of the chaplaincy work Leo has been doing since 2021.​Hope Chaplain carries the ministry vision beyond the agencies: Hope Station, training, speaking, funerals, weddings, premarital coaching, and the broader community work that flows from Leo's calling. It is the organizational home for where God is taking this ministry next.
Two Organizations. One Calling.
Chaplain Leo Keelan - PSC Chaplain Leo's day-to-day chaplaincy work in the agencies is carried out under Public Safety Chaplaincy (PSC), a Beaverton-based nonprofit that credentiates and deploys professional chaplains across the Pacific Northwest. PSC is the reason Leo is in the departments. PSC equipped him, connected him to the agencies, and continues to support his chaplain presence in the field. Donations to PSC directly fund Leo's ability to show up — to the firehouse, the patrol briefing, the critical incident scene.

Hope Chaplain carries the broader vision: Hope Station, community training, speaking, officiant services, and the ministry that reaches beyond agency walls. Incorporated as an Oregon nonprofit in April 2026, Hope Chaplain is where God is building something new — a permanent refuge and resource for those who serve.
Both organizations need your support. Both have different roles. Both are part of the same calling.
The ministry work of Hope Chaplain/Leo Keelan is made possible entirely through the generosity of private donations from local businesses and individuals like you, as well as stipends provided by the Police and Fire agencies we proudly serve. These contributions are directed to the non-profit organization, Public Safety Chaplaincy for Chaplain Leo's agency work, which ensures the funds reach us monthly to cover our livelihood and operational expenses.
Hope Chaplain is directed toward building Hope Station, providing funeral and wedding services, marriage counseling and other services to responders and the public. Simply put, we couldn’t carry out this vital work without your support. Your generosity makes all the difference, and we are deeply grateful to our donors!
